            Not really, because everyone, including China and especially Russia, will be carefully analysing what military hardware and organisation works and what needs beefing up or updating. So in a few years their armed forces will be more effective than ever! Like most things only maintained with constant effort and expense, the best way to degrade armed forces long term is simply not to use them in earnest, nor provoke your adversaries to use theirs if it can be avoided, but if they are regularly put to use they are more likely to stay in tip-top condition.
