No I am potential victim educating. This tragedy could create some good if we use it as a springboard.
If as above the Police publish guidelines then potential victims can take action such as demanding backup or talking to control.
Again the criminal was Couzens he had decided to attack an murder a young woman Sarah was convenient as he believed there was a low risk of getting caught. The victim has no responsibility for the crime just as many ill people are not responsible for illness but eating properly and exercise make sense.
but Sarah might have twigged and got away if she had seen the red flags or made herself a less attractive proposition by being escorted or on the phone.
Its like burglar alarms have one fitted and the burglar robs your neighbours house instead.
