Hard to say as it depends on what other conditions and suchlike are attached when the negotiations conclude. If the EU stance was a granite "No Single Market access without Free Movement of People" then I'd say no Single Market, and revert to WTO.
If they said "No Single Market access without Free Movement of Skilled Labour" then I'd say "Sounds fair, Single Market it is!"
It's Freedom of Movement of People for the purposes of tourism, and Freedom of Movement of Labour for the purposes of getting a job and being able to claim benefits. However, the U.K., with its sovereignty, decided not to implement the "labour" part in full. That's the UK's decision, not the EU's.

Not so much the UK as the Liberal hand wringing left of the UK under Labour.
Interesting also to note there is suddenly coming to light an issue with slave labour.
