Simply switching off and switching back on a server has been the cause of many a network card failure. No surge required.

The beauty of the private sector is that when parts of it go wrong, such as appears to have happened here, there are other bits of it that are ready to take over and do a better job. Sometimes this happens rather quickly.

With the public sector it can take a long time, and often only after a concerted media campaign, questions in the House of Commons, and a maelstrom of online and offline argument and debate.
