If they can find a way of actually forcing companies to do it, it's a game-changer. BAU contractors are dead in the water.
First though, the govt would have to introduce legislation to force private companies into putting external contractors on the payroll - which should be interesting.

Why do they have to introduce that legislation - even public sector companies are not forced to put external contractors on the payroll.

A puty 1% reduction in corp tax in April, so I guess it would only be fair to hike dividend rates by a few percentages. I wonder if they would eventually dare to have dividend tax rates higher than income tax bands, guess under Labour it won't be a problem.
