                Unfortunately male managers can't pull her a side as they will be done for sexual harassment so it's normally left to some older female, who then gets called an old cow.

                It's best to have a good male to female ratio in the office as then there is sufficient peer pressure from both sexes to get people to dress appropriately.

                  If a workplace wants to stop this style of dressing, then it should have a well defined dress code and a policy for managing compliance. Probably a first step of a polite email reminder to the whole team to remember the dress code during the warmer months will do the trick.

                    It won't stop the bra under the white top fashion faux pas.

                    If you are too stupid to realise by that age that a white bra under a white top means the bra is extremely visible and you need to wear one that is skin coloured, then you have to be told straight.
