Don't they already perform checks:

The UK can, and does, perform passport and identity checks at its borders and refuses entry to travellers who do not travel with valid identity documents even if they are from another EU member state.

The trouble is, is not enough staff:

If it's not points based system (like for non-EU citizens) and it's not current free for all for EU citizens, then how in your view the system should work?

Why PM is rejecting something and not giving her vision of how it would work? Especially strange given that she was in charge of Home Office and she should know all about points based systems that can work very well if one wants it to.

Who knows who is "best" anyway? Unless you are able to assess the entire skills markets it is not a judgement that anyone can make.

Well, it's May's job to know what's best and if she rejects something, clearly in favour of something at least better, but she is not saying what it is.
