Are there laws / rules that would prevent a public website to scrape 3rd party websites and reformat the data for displaying as results but providing hot links to the original?

You'd probably want an Internet lawyer for that (no, not a lawyer on the Internet, but one who specialises in copyright laws as they relate to the Internet).
Displaying the data and linking to the original is normally OK within reason, the reformatting bit is probably where things will fall apart.…Maybe we ain’t that young anymore -

Most half decent websites will have measures in place to hinder or prevent scraping anyway.
