Belgium, Denmark, Germany, France, the Netherlands, Sweden and the United Kingdom have a direct fisheries management interest in the North Sea. Those Member States have submitted a joint recommendation to the Commission after having consulted the North Sea Advisory Council and the Long Distance Advisory Council. Scientific contribution was obtained from relevant scientific bodies and reviewed by the Scientific, Technical and Economic Committee for Fisheries (STECF). I seem to recall there was some contention in Scotland, but the fact is without the common fisheries policy there would be little to do about other nations fishing your waters short of sinking their ships. In practice, it would simply give them a stronger mandate for re-negotiations, after which there would presumably be another referendum.
