To be even more boring and sensible, have you complained to your council and/or police? If there are double yellow lines getting parked on, they may come around and issue a load of tickets. The road to our house has a very narrow bit which passes a restaurant which gets busy. People often line the street and often some idiots would park in the narrowest bit. The police were happy to be informed and would even accept a photo showing the number plate, and issue fines if they deemed it dangerous. Eventually we got double yellow lines on that bit of road.
Councils can be pretty useless but this might be one thing they'd help with, they love stopping people parking as a rule

My neighbour used to mow his lawn about twice a year. Right state it was. Weeds/dog tulip/litter everywhere. Then he went nuts when I drove over about an inch of it accidentally.
