Isn't he saying that government will no longer collect the business rates - councils will keep it - but they'll no longer get a grant. So as it stands things are net neutral?

Not really surprising, we're a bit of a niche so not of general interest. Although I suppose you could say the same about BTL owners, but they're more in the public eye.
