Isn't he saying that government will no longer collect the business rates - councils will keep it - but they'll no longer get a grant. So as it stands things are net neutral?
No, cretin, they are not tax neutral because councils will be allowed to increase business rates and they will because they had a lot of cuts.
He is giving lots of good news - no tax credit cuts anymore, more money for NHS, lovely dovely - the people (us) who pays for all this will know the details in PDF at the end of speech
Exactly - I can only imagine how bad this could be, although, to be honest, it'd be an easy sell to attack "PSCs" as everyone sees us as tax avoiders. Fingers crossed......

As they stand today, maybe. Certainly not in the future.
