    Can the goverment add the IR35 changes to the fiance bill without announcing it in the spending review?

    The draft Fiance Bill is expected on December 9th. I'm expecting Div Tax, No T&S for IR35 caught and Tax Scheme, GAAR are already announced to be included.

      I bet Capita and Co are rubbing their hands, I saw a lot of talk about digitising the government, as well as the cyber security stuff.
      Politicians are wonderfull people, as long as they stay away from things they don't understand, like working for a living!

        Well if the draft is that early, we should be able to see if ER changes are included?

          Possibly unrelated, but Halifax just lowered their contractor mortgage day rate multipliers as of this week as far as I can tell. This could mean they're expecting some reduction in contractor take-home.

                    The other potential big deal here is the following:

                    3.97 Office of Tax Simplification (OTS) review of employment status – The government has responded to the final report of the OTS review of employment status and is taking forward the majority of recommendations.
                    The recommendations are on p.11 here. It's impossible to interpret "taking forward the majority of recommendations" at this stage, because they are broad and comprehensive, but it's another thing to keep an eye on, and it is consistent with leaks about updates to the ESI test, for example.
