Councils won't have any more. He's cut local funding from national government to the bone, and the shortfall will have to be made up by local taxation. He's calculating that people will be dumb enough to blame the resultant tax rise on local authorities, not on him. In other words, he's increasing tax by proxy so he can claim he's cutting tax, or at least keeping it level.

Isn't he saying that government will no longer collect the business rates - councils will keep it - but they'll no longer get a grant. So as it stands things are net neutral?
