Indeed, the end result will be the same as if you gave them full details of the people you actually worked with, you won't hear another word from them.
My experience with them was got a role through them then the salary turned out to be 20% less than advertised due to no paid overtime (client manager said no-one got paid over time agent told me verbally it was no problem to earn an extra 20% a day on overtime onsite due to 10+ hour days & weekend work on a high hourly overtime rate) which was bulking the salary up to be way more than the base daily rate which was poor. I never got the actual contract in writing sent to me it was all verbal with the agent (who is long gone from there) I wonder why....
I applied for a role through Orgtel on Jobserve.com, and yesterday they called me about it, wanting me to send them a few lines on what would make me perfect for the (large banking) client.
The trouble is they also wanted me to provide two references prior to submitting the application to the client saying the application "coversheet has to be complete to submit or the internal team will not submit it to the hiring manager. ".
Hmmm it could be true, but I have grave reservations that it might have been a fishing trip.
So I refused the request, and have heard nothing more yet.
Did I take the right decision I wonder?

Yep one of ours, feel free to PM your details and I will look into it. Each client has specific SLA for CV submission so I'll need to know which one, It is generally up to a contractor whether they wish to provide this pre-placement.
I know that Orgtel have been using references as a service differentiator to make candidate applications stand out in a very competitive marketplace.
