Yes, but some agencies have taken that simple requirement to a whole new level of unnecessary bureaucracy. There's no requirement to save a copy of someone's passport, for example, only to check that it or a similar document exists, and to make a note that you've seen it. But in the hands of someone with a bureaucratic mindset, that simple task takes on a whole new pointless dimension. And that's when you get people asking for scans of the generic front cover of passports, and then stating that they need clear scans rather than clear photographs of the document, as if it made any real difference for the ostensible underlying purpose. That mindless "computer says no" mentality is what I and others am getting at above.

I believe it is a requirement for companies to hold this information, not just verify it...
The list of documents acceptable are something like..

A passport showing that you are a British citizen, or have a right of abode in the UK.

A document showing that you are a national of a European Economic Area (EEA) country or Switzerland. This must be a national passport or identity card.

A residence permit issued by the UK to you as a national from an EEA country or Switzerland. A passport or other document issued by the Home Office which has an endorsement stating that you have a current right of residence in the UK as the family member of a national from an EEA country or Switzerland.

A passport or other travel document endorsed to show that you can stay indefinitely in the UK, or that you have no time limit on your stay.

A passport or other travel document endorsed to show that you can stay in the UK, and that this endorsement allows you to do the type of work we are offering if you do not hold a work permit.

Get no argument from me on this one but if scanning a passport or getting a scan certified is the highest level of bureaucracy I have to deal with I am not going to lose any sleep. So some people can't understand the law and are taking a few extra ridiculous steps to cover their arses. Hardly gonna kill us is it.
