That's going to be interesting if they go through with it.

My public sector client already can't wait to get rid of contractors. This would be last nail in the coffin. Every contractor will be let go, all projects on hold or most likely canned and another ton of taxpayers' money wasted to deliver nothing.

Public sector clients always want to get rid, but never in reality do. They might change things around the edges...but that's about it.

This is more about challenging whether umbrellas are needed, and whether the agencies should take on payroll responsibilities themselves.

Why? The is this umbrella trustworthy problem is a solved problem...

Although as of Monday there will be 4 separate Umbrella validation services - Payepass launched today and is as useless (if not more so) than the existing options, Saferec launches on Monday, offers real time checks and literally leaves no hiding holes once they add pension payment checks.

A long term hiring freeze so they can't hire permies.

They can't hire permies, they hate paying contractors but can't live without them...I present you the Public Sector.

Easy to fix. Put in multiple highly complex engagemet frameworks to totally confuse the people attempting to hire through them with multiple levels of approval so it takes months to get the offer out and hopefully the need will go away in the mean time. Sorted.

And then someone who seems to work for Payepass checked out my linkedIn profile. He claims to have worked for an "umbrella" prior to joining payepass a year before it was started.

Now I wonder if that "umbrella" was the one based in the exact same room / office used by a company owned by Payepass's owner ... The dates look very familiar when I check out a particular HMRC enquiry thread...
