It was, decades of under investment in the water network has brought this on.

Who do you think built the water companies? - Clue it wasn't the MPs without a clue. They just nationalised it once it was working.

To be fair privatisation has been badly managed and the private companies should have been forced to improve their offering.

Most privatisations resulted in profit taking not perceptible improvement especially where there is little competition as there is in water.

Our house still has sewers going straight into the stream next to us... you can see where it's been blocked off but the pipes are still there used for rainwater only now.
The people we bought the place from shared the story that they were told the place was on mains sewerage when they bought in the 80s, and only discovered afterwards it was still dumping (!) right into the river. They had to have a septic tank put in.
I am fairly sure the old outside loo drain still goes directly into the stream.
