      If we leave without a Withdrawal Agreement, then there is no transition period. Without a transition period (and without the financial obligations settled) then there is no longer any obligation for the funding to come from the EU central pot back into the UK for CAP payments to farmers, and Rural Development fund payments. This makes up around a third of what the £39b is calculated for.

      You could argue that this is a good thing, but that would be a different argument to "not necessarily delivered".

      Another chunk of the payment is to pay for the UK's legal obligations towards it's citizens that have been working in the EU - civil servant and MEP pensions. These are ongoing financial commitments that we (the UK) have made to our own citizens. If we do not pay for this then there is a very real possibility of HMG being taken to court for recovery of pensions obligations.

                Is the 39 billion guaranteed to be denominated in GBP? If so, WGAS. It will be pocket change in a year.

                      Do you mean the budget cycle which ends next year? We have some small commitments beyond that, but nothing like £39b. Most of that was "goodwill" based, and it does depend somewhat on getting some actual "goodwill" in return.
