You could argue that this is a good thing, but that would be a different argument to "not necessarily delivered".
Another chunk of the payment is to pay for the UK's legal obligations towards it's citizens that have been working in the EU - civil servant and MEP pensions. These are ongoing financial commitments that we (the UK) have made to our own citizens. If we do not pay for this then there is a very real possibility of HMG being taken to court for recovery of pensions obligations.Comment
