He was voted in by elected members, not the public. None of the public were handed a ballot paper saying JC Drunker!
She was voted in by the people of Maidenhead. Then like Drunker those elected by the public (the MPs) voted for her, the party members didn't have a say, however they are all likely to be on the electoral roll.
