Or Parliament operating normally?
Anyway, as with most things Brexit, its achievement seems very much secondary to the furore created. It's a "meaningful"* vote in the sense that Parliament still gets to reject a draft deal and precipitate an election, but it's not within the competence of Parliament to change an international treaty, because treaties are negotiated between governments. They're either accepted or not accepted by national parliaments.

That's only the overt reaction though. The main impact will be less visible, the EU won't trust the UK to do what it has agreed, so you can expect a large wad of cash to leave HM Treasury to the EU before any trade deals are discussed.Comment
