    No reason not to hive off the Parcel service and make it compete if that is what they want

    Yeah because we have protected that so well in the past.

    I suspect the Government will sensibly fall back to O/S Addressbase data which is compiled by the councils. Add a change my address / add alias front end and make the base data freeish to use and Bob's your uncle.
