Seriously, the author says he is an IT specialist and on a brief skim so far, it looks quite interesting and relatively approachable.

On his blog at http://www.oezratty.net/wordpress/ (mostly in French, sadly) he says of this free ebook:

No not really. "It's in this 900 page book" is not really that helpful an answer to a very basic question.

Anyway I'm convinced quantum computing is either the next big thing, a total gimmick, or possibly both/neither.

It was more a clever play on the fact the original post is about a book that 'quite interesting and relatively approachable' and NotAClueOutsideUK asked a question the book can answer.
