Care to provide your source for that claim?
Given that the NHS England reports they had 4,125 adult critical care beds in total in October 2019, I'd like to see who is saying there are thousands of them unoccupied. (source: NHS Monthly SitRep Timeseries February 2020 all HTC)
I chose October as it was the highest level since February 2019 (when it was 4,157). Over the last 10 years, the average is 3,920 adult critical care beds.

Going back to original statements from HMG the purpose of lockdown is not to protect the vanishingly small %age that might die from it. It is to stop the NHS from being overrun (in the NHSs estimation) so they wanted to slow the spread until the numbers worked. There are currently 1000s of ITU beds unoccupied.
