I think it's more to do with (ideas of) hygiene. Every sauna I've visited provides towels for you to use.
Daftest thing I saw was in an Austrian mixed nude sauna where some women (I think they were Dutch), wrapped towels around their swimming costumes, so people would not know they weren't nude.
