Its not the candidates approach there are way less genuine roles around & have been since spring. 1st excuse given to me by agents was brexit waiting to see what happens. Now I am told its the US elections waiting to see what happens!
I think companies are just shy to hire unless its essential they are happy to wait a while. I would not worry about 6-9 months gap I have been told its not uncommon for that right now. The most important thing is do not give up & remain optimistic but unless there is a big turnaround in mid-late Nov I think that's it until early 2017 the market will only contract further you may see a few xmas cover roles at short notice but apart from that its only going the same direction its been sliding towards for some time.

Is he passively applying fro roles or is he tapping his network? Has he updated his LinkedIn profile to say he is looking for new role. Has he sent a personalised message to everyone he knows who may be able to help? His CV may be great, but perhaps he needs to work on his search approach?

I was out from June for several months, luckily something came up even though its not great. Its been the quietest I have ever known it. Even the waste of time calls from agents were not coming through, my phone was hardly ringing from one week to the next. The thing is there is not much you can do and like someone said suddenly one can come out the blue but the waiting can be hard.
Its hard to properly judge the market currently as we are getting into that quiet xmas period so will have to see what the new year brings.

Gaps aren't great for many reasons however with contracting something can come out of the blue. I was very close to going perm this summer (after six months out) when I got a gig out of nothing, not even an interview, agreed friday, started on the Tuesday. tulip happens, but so can gigs. Can depend on what market/skillset/technology your OH is in though.

Yep W&G seems to be on its way to Clydesdale - I personally think the value of the business is about £0 given the existing IT systems, so they are going to be overpaying..
