You are true, one needs to know both sides. I have been contracting for last 10 years without gap even single day between the contracts and had worked over 2 years in 3 client during this period. Hope this clears you. Problem here is with management, they would expect performing without project induction, ourself have to chase for accesses(where we don't know where to go and ask), they expect one should work as their perm employees(who work from 8AM to 9PM), I was asked to modify code which was developed by some one obviously takes time as i am experienced i try to dig into it and know how it works which they didn't like. Moreover it is Fixed Bid Project

1) gather the evidence that you did work for 2 weeks
2) double check that you haven't opted out of agency regulations.
3) phone Debt Collection and Debt Recovery from Safe Collections (safe-collections.com) and see what they suggest you do.

It looks to me that you must invoice the agency for the first week of February. Following the standard dunning process which you can find in payontime.co.uk
For the second week, you seem to be saying that the client hasn't signed. If you've proof that you've done work or there was an intention of the client to approve, then just invoice the agency for the second week.
Finally. Were you opted in or out of agency regulations?

I have got January invoice but i was told Agency are not going to pay Feb 2 weeks. I had Feb 1st Week timesheet approval but do not have 2nd week approval as it was rejected by saying as discussed with Agency Guy(name). Do I only have option to go legally? I do believe that Agency is keeping these 2 weeks money in their pockets including Client Managers(my guess).
