    Thanks for your response.

You are true, one needs to know both sides. I have been contracting for last 10 years without gap even single day between the contracts and had worked over 2 years in 3 client during this period. Hope this clears you. Problem here is with management, they would expect performing without project induction, ourself have to chase for accesses(where we don't know where to go and ask), they expect one should work as their perm employees(who work from 8AM to 9PM), I was asked to modify code which was developed by some one obviously takes time as i am experienced i try to dig into it and know how it works which they didn't like. Moreover it is Fixed Bid Project

I'd certainly go for the one week. And I'd probably go the two just for the heck of it. See who blinks first.

    So

    1) gather the evidence that you did work for 2 weeks
    2) double check that you haven't opted out of agency regulations.
    3) phone Debt Collection and Debt Recovery from Safe Collections (safe-collections.com) and see what they suggest you do.

The advice in there was everything the OP needed to do.

The OP needed to get evidence for the days they worked in February and then chance the agency for payment - and that is exactly what Lance said.

If you have signed timesheets for 22 days then that's what you are owed. If you have worked days but don't have a timesheet do you have any other evidence?
Just invoice as normal, and if they don't pay google "Dunning process" and follow that.
Forget the rest of Feb, you're not going get that, unless you are a FTC/PAYE type contractor (i.e. not a LTD company).

Update your CV and get it out there.

Thanks a lot for your responses.

    Who toldyou?
Sorry, There was type actually. Agency said Client is not going to pay for 2nd week of Feb. But now Agency says Client is not ready to pay for whole Feb(2 weeks).

OK, so your're getting paid for the first week of February
Now, they says they don't for first week as well.

Who rejected it. Who said it was Mr Agency Guy?
Client(Manager) said that they have spoken to Agency

You said above that you've got the first week of February approved. Now you're saying they're holding back two weeks?
    True

    Were you on site?
    Working for home

Finally. Were you opted in or out of agency regulations?
    Opted out

I had Feb 1st Week timesheet approval
OK, so your're getting paid for the first week of February
but do not have 2nd week approval as it was rejected by saying as discussed with Agency Guy(name).

Do I only have option to go legally? I do believe that Agency is keeping these 2 weeks money in their pockets including Client Managers(my guess).

Here the Client is CapGemini, They were bit greedy since day 1 because when any one join in a company generally it takes 1 or 2 days to get access. They did not pay for those 2 days.
    Were you on site?
Please advise if any one know, Is there anything legally that Client can take decision not to pay if they are not happy with employee's work?
You were not an employee. You have no employment rights.

It looks to me that you must invoice the agency for the first week of February. Following the standard dunning process which you can find in payontime.co.uk

For the second week, you seem to be saying that the client hasn't signed. If you've proof that you've done work or there was an intention of the client to approve, then just invoice the agency for the second week.

Finally. Were you opted in or out of agency regulations?

You aren't a bloody employee either. Jesus Christ.

I'd mark this one down as a loss in freeagent marked Noob Tax and move on. There is no helping you here.

Whatever the client do or say, the agency will try and chase the money. If OP has not got timesheet the agency would be within their rights to keep the money, unless the OP can prove they did the work.
So yes trying to get the client to confirm, or any other form of evidence is essential for the OP.

    get some evidence.
Even the agency writing an email saying they "don't care if you worked you're not getting paid" is still evidence you did work.
