What is the cut-off point for a TPD report?

44 lines is too many.

5000 posts = 2 people = too few
2500 posts = 6 people = too few
1000 posts = 15 people = OK
500 posts = 20 people = OK
250 posts = 25 people = hmm.

This ill just have to be tweaked with time.
