I think that it is highly likely that you are missing some correspondence from HMRC that predates the Late Payment Surcharge Notice, such as an assessment of tax for 2008/09. HMRC are advising you that they have added a surcharge for non-payment, as you have not paid by the due date of the assessment.
I would strongly urge you to make contact with HMRC as soon as possible, to establish your position and to avail yourself of any missing correspondence that you have not received.
There is an online service called Government Gateway that you can sign-up to and view your self assessment account remotely. I have recently signed-up to it as I am also on the other side of the world and I can see my tax account all the way back to the early 2000's!

You sign up for access to self assessment (SA) and they will send you a user ID and a password separately.
