SDs need to be delivered by letter, and witnessed.
Also has to go to the correct address, unless they place ads in local papers etc and can prove they tried to find you.
Without the SD being delivered it's not enforceable.
Email is not an acceptable method of delivery.

I have no knowledge of their costs for doing so on an individual (rather than collective) basis but have checked that they have the capacity and experience do the work. I don't think they will care where you were living each year. It won't be difficult to find out where you are living now. If you think otherwise then you are deluded.

They have deep pockets. And it won't take much time to track a person down. I imagine with the data resources at their fingertips it'll be a matter of minutes, an hour at most.
