It's been a talent magnet for centuries, long before the EU was ever thought of even by Napoleon! What makes you think leaving the EU would, in your words, "remove that"? If anything, in attracting talent the UK could then be less hampered by EU regulations.London's extraordinary economic success, for example, is due to its being a magnet for talented people from all over the world.
