I actually don't see what the problem was. That's because the pen-pushers who are supposed to be monitoring the conduct of 'important' people usually are reluctant to do so even if that's what they're paid to do. Why? Is it to do with a free press, people who went off to speak to journalists and tell them what they'd seen going on, and then an investigation that resulted in prosecutions?
