I actually don't see what the problem was. That's because the pen-pushers who are supposed to be monitoring the conduct of 'important' people usually are reluctant to do so even if that's what they're paid to do. Why? I am sorry but you are wrong. Is it to do with a free press, people who went off to speak to journalists and tell them what they'd seen going on, and then an investigation that resulted in prosecutions?
