Is there a utopian dream found by other countries that can give us a better framework ? Nein, although Norway have done some brilliant work in relation to their Sovereign Fund from oil (with an acceptance that they didn't have the same expenses as the UK).

That's a good approach, yes, and I like the German approach where government borrowing is restricted by the constitution and can be challenged in the courts.

When you have a system where politicians can bribe voters with their own money, it's almost inevitable that overspending will occur

The thing is, you're not just bribed with your own money, but also the money that somebody thinks your children will cough up in 20 or 30 years' time. It disgusts me; youngsters who don't get a say are saddled with debt for things they didn't ask for. You only have to look at Greece to see that this cycle of debt and spending can destroy democracy and even sovereignty. That country isn't run by it's own government anymore but by the IMF and some EU commissioners; esentially, it's run by the creditors.
