To put it simply:

1 person in a very huge mansion pays the same as 1 person in a tiny flat.

And under the rates that it replaced, a single pensioner living in a bigger house would pay the same as the big family next door yet they only used a fraction of the council services. Swings and roundabouts. There will be winners and losers in both systems.
