No but rich people in rich houses can afford to pay more. Also its a lot easier to identify a property to tax than the people inside it.merely at clientco for the entertainment -

Its a percentage of the price you paid for the property. Because old prices were not available the solution they adopted was:-
1) you specify the value of the house.

I was not in this country at the time but given council tax tulip I'd say that poll tax made perfect sense.
Poll/council tax should be offset against income tax paid by the household - only those who pay **** all income tax should be liable for it in the first place.Comment
