    No but rich people in rich houses can afford to pay more. Also its a lot easier to identify a property to tax than the people inside it.

        Perhaps everybody should have an ID card that determines their status -
        1) Loser: -50% to all prices
        2) Middle Class - prices unchanged
        3) Rich Barsteward - +200% to all prices

          You are aware of how the new irish rates system works.

          Its a percentage of the price you paid for the property. Because old prices were not available the solution they adopted was:-

          1) you specify the value of the house.
          2) this needs to be disclosed at the time you come to sell the house.

              You make it sound like Thatcher demanded right of first night with the finest of Scottish men and you were not included.

              I was not in this country at the time but given council tax tulip I'd say that poll tax made perfect sense.

              Poll/council tax should be offset against income tax paid by the household - only those who pay **** all income tax should be liable for it in the first place.

                I agree. And I'm English. It was shameful the way she victimised any area where she had no electoral support.

                Also, considering all the Thatcher apologists claims about "small government" it was an admin nightmare - that was what ultimately sank it, because no government could have enforced it.

                I expect the TV licence to go the same way.
