          No they should not - the fact is if they have not learnt this by the time they are 16 they need to be forced

          Everyone gets the same chance to an education I admit the some schools are better than others but the main problem will not be the school but the parents lack of interest in ensuring their children do learn the basics... but this is becuase the parents have lived quite happily on the dole and so see no need to work.

          Until you make living on the dole nothing more than bread, water and a shed it will not change.

                The literacy rate is 99% here. I doubt there are many children that aren't mentally disabled and didn't bother trying at all at any point in their life, that haven't learnt to read.

                    Yes indeed the place is riddled with benefits cheats my own mum was caught twice and got nothing but a slap on the wrist for it and paid it back out of her benefits at 2GBP a week.

                    Pentwyn is no better the majority of the new housing estates all have houses owned by the council or housing association so each street is guaranteed to have strivers on which majority are law abiding and hardworking but it only takes a few and you've the neighbours from hell
