It's only logical if you believe the usage (and physics) of using chains and winter tyres is the same. Chains are used to get you going and have to be taken off on a tracked road, anyway. Winter tyres are on permanently. If you go down a snowy hill at 10 mph and brake there will be a big difference in what happens if you have 2 vs 4 winter tyres.
It would be wise if you withdrew your advice which is based on poor suppositions and ignorance, in case it is followed by the simple minded like Dooghie.
