I would suggest that, the next time his manager makes an accusation, he says to her that they should both go to HR and discuss it with them - allowing him to present his case and forcing her into a situation where she will either have to make a formal complaint in a situation where your son will be present and able to defend himself or back down. My guess, if she is a bully, is that she will back down and go on pick on someone else. Forceful, quiet, reasonable confrontation is often effective in these sort of situations
