I believe in 2007 Margert Hodge tabled a debate about including the dragon or some other emblem of Wales on the flag. It was agreed that this should happen but the size of this was directly proportional to the Welsh input in the union.

A dragon about the size of a 20p piece was subsequently added to all Union flags but due to a design fault it was placed in exactly the same place as the hole that is punched out to allow the flag to be raise on a flag pole. This hole being approximately the size of a 20p piece.
