I believe in 2007 Margert Hodge tabled a debate about including the dragon or some other emblem of Wales on the flag. A dragon about the size of a 20p piece was subsequently added to all Union flags but due to a design fault it was placed in exactly the same place as the hole that is punched out to allow the flag to be raise on a flag pole. This hole being approximately the size of a 20p piece.
So OP, your statement isn't completely true....
