What they should do is selectively place individual gang members into prisons which is full of other gangs, and rotate them round, so each gang member spends a few weeks of his sentence in the same cell and cell block of a rival gang.
Slowly the problem should resolve itself.I'm alright JackComment

Very ethnic mix.
Plenty of empty army camps and a tent city in the middle of Dartmoor is quite attractive.
Whilst forced conscription is a bad idea, running Army style camps run by ex servicemen in the same style wouldn't be bad idea, you may convert some to the army life and they sign up. Some of the best soldiers weren't exactly saints and as mentioned above they need a feeling of family.
Round them up 'kettle style' , offer them a chance to come quietly if they are fairly innocent and those that don't spray with Dye so they are easy to identify.Comment

The army beat the hooliganism out of them.Originally posted by NotAllThere View PostSo, instead of a bunch of sickly hooligans who run away at the first sign of real authority, we'll have a bunch of highly disciplined fit and healthy hooligans?
