There was a TV program on Paris last night, their problems are much worse than London's and almost entirely due to ethnic minorities. They have a very heavy handed approach, masses of armed police, regular stopchecks at random. Doesn't seem to do much good.

Very ethnic mix.

Plenty of empty army camps and a tent city in the middle of Dartmoor is quite attractive.

Whilst forced conscription is a bad idea, running Army style camps run by ex servicemen in the same style wouldn't be bad idea, you may convert some to the army life and they sign up. Some of the best soldiers weren't exactly saints and as mentioned above they need a feeling of family.

Round them up 'kettle style' , offer them a chance to come quietly if they are fairly innocent and those that don't spray with Dye so they are easy to identify.
