Ah, but did the specs actually say "Remove poo from floors, extract rubble from rooms, clean the walls?" Probably not. They probably finished at the bit that says "Install doors and windows".

I've been reading some of the news stories - I see more top althletes have pulled out - and it is shocking. You can clean a grubby room but the malaria and dengue fever hazards will be a ibt harder to fix. I also see that the bloke in charge is insisting it will all be sorted out in a couple of days.
