    No, not at all. If they are to go to HMG and say this is going on and it's breaking the rules, the first question will be "Where is the proof?". We all know it's happening but if we don't have demonstrable evidence of it, we're just mictuarating in the wind. Don't forget HMG wants to pretend the problem doesn't exist so you need something they can't deny.

    And that is exactly what has happened, and why they are looking for documentary, auditable evidence. They have some (along with a large pile of other evidence that don't meet that requirement) but every little bit helps. That Joiner's Kit reported earlier, for example, would help blow the whole thing open, but only if they get the hard copy.

    It's also been flagged to the Press on several occasions. For some reason - perhaps because we're the privileged few, in their eyes, or becuase journos are too dim to understand the problem - it's not been taken up by anyone that matters. Go figure.

    That said, if someone wants to set up a dedicated group to tackle this issue then go right ahead. But they will hit the same barriers.

          I cannot understand why the PCG do not employ a couple of researchers and bust this abuse of the intra company transfer wide open. If you look on linkedin there are huge numbers of Indians working here with skills that are outside of the HSMP rules, so finding people to talk would not be hard.

            I reported K**G in detail. Five programmers from India living in one small flat, paid a pittance working from 8am to 10pm. There is no incentive for any government agency to go after large international companies.

              They are the government aren't they. The likes of Labour and Tory just being lobbied sockpuppets.

                The relative personal taxation issues are one thing, but there are others that could be fought on.

                Such as:
                Is this a constraint of trade for individual freelancers to do their business
                Is it a hidden subsidy to UK business
                Is it a hidden subsidy to foreign businesses
                Is it hidden third world aid.

                And that is before the issues of how damaging it is to the UK economy in the long-term.

                The PCG is not only ineffectual when dealing with government, it is totally witless. The whole problem is several order of magnitude more complex than their brains can cope with and they are dealing with something that is more devious and evil than anything in their worst nightmares. i.e. a labour government.
                How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

                  the onshorers probably do not break the rules

                  The rules are so poor and unenforcable that onshoring companies can bring easily bring in workers from outside europe and pay them much less than a UK worker and avoid virtually any tax.

                  The going or appropriate rate set by the UKBA for these workers is the national lower quartile salary for the job, so it is well below the average a UK worker would be paid. Yet the purpose of the visas is to bring in the brightest and best and skills that are hard to find to help the UK economy.

                  Expenses/allowances also count towards the rate so it is even cheaper especially in an industry were workers are sent to client sites (as a UK worker would get expenses on top of salary to work away from home).

                  The government and even NASSCOM publicly say that UK workers should not be undercut but the rules are as useful as a chocolate teapot.

                    Er, it's not only Indians that live / work like that.

                      I flagged ICT abuse up to my MP who was sympathetic and wrote to 'the minister in charge'. He got a letter back from the minister in which, amongst all the other guff, said they wouldn't be looking at it until they got re-elected.

                      So looks like it will all be sorted out soon then
