No, not at all. If they are to go to HMG and say this is going on and it's breaking the rules, the first question will be "Where is the proof?". We all know it's happening but if we don't have demonstrable evidence of it, we're just mictuarating in the wind. Don't forget HMG wants to pretend the problem doesn't exist so you need something they can't deny.
And that is exactly what has happened, and why they are looking for documentary, auditable evidence. They have some (along with a large pile of other evidence that don't meet that requirement) but every little bit helps. That Joiner's Kit reported earlier, for example, would help blow the whole thing open, but only if they get the hard copy.
It's also been flagged to the Press on several occasions. For some reason - perhaps because we're the privileged few, in their eyes, or becuase journos are too dim to understand the problem - it's not been taken up by anyone that matters. Go figure.
That said, if someone wants to set up a dedicated group to tackle this issue then go right ahead. But they will hit the same barriers.
As I said you are never going to get a smoking gun, it will just be denied, blamed on an clerical error or put down to a one off.
