thing is IS has gone from being a nerdy mysterious type of job to a much more mainstream career option.
however a lot of the people who work in IT are still a bit nerdy and do not have the real world personal skills required for a job where they are often customer facing (be it internal or external customers)
It has gone from being a basement department full of nerds n geeks fiddling with strange devices which no one understood to a main company department and as such more people have the skills and so the demand is less so the rates are lower.
Actually, the nerdy types who can do the job has pretty much remained constant.
There are now lots of people who can keep clicking the buttons on a windows panel until it does something like what was wanted.

One of my clients, a software house, having troubles due to the downturn, has laid off 'the more expensive staff'. They now have only one person who can program. Although they still have other bodies with 'programmer' in the job title.

As the regulatory body for the engineering profession in the UK, the Engineering Council sets and maintains internationally recognised standards of professional competence and ethics. These are detailed in the UK Standard for Professional Engineering Competence
You have been told you are a chartered engineer by a completely unregulated body, let me ask you this, if I set up a Doctors certification body and acknowledged the first tramp on the street I meet as a doctor would you let him practice medicine on your child? No, you would expect him to have completed 5 years of formal education, it should be the same as Germany where you have to get a degree to call yourself an engineer. This tripe people come out with in this country about certification. Snake oil engineers.
The very term or title of engineer has been b@st'dised beyond belief. The guy repairing my windscreen at the moment from Autoglass is an Engineer!.
However, a Chartered Engineer is something completely different.
As an engineer I deplore the overuse of the title, but the fact is, FB is correct. The industry is as strictly governed as the medical proffession. Try to join ICE - http://www.ice.org.uk/joining/index.asp and you will see what we mean.
