Belive me, if a horse doesn't want to do something there is nothing on this earth that will make it do it. As far as being run ragged and whipped goes there are very strict rules regarding the way a horse may be ridden in the course of a race and equally strict ones regarding the use of the whip.
If a horse is ridden beyond it's capacity, in the opinion of the course Vet, then the jockey will face fines and a ban from racing. The same applies to excessive use of the whip, as determined by the race judges.
